The Application Protocol Doctrine
Application brands implement frameworks. They do not originate them. The hierarchy of intellectual ownership flows in one direction only, from the Bureau outward.
I. Position
The A. Solenne Institute produces original research and maintains fourteen canonical source frameworks defining its intellectual territory. The Sovereign Bureau develops applied governance codices derived from that research and holds them as protected intellectual property within the Bureau archive. This protocol is not a guideline. It is a governing doctrine. It defines what constitutes legitimate application of Bureau-originated frameworks, what authority is held at each level of use, and what boundaries may not be crossed regardless of context, domain, or intent.
II. The Hierarchy
The A. Solenne Institute produces original research and defines intellectual territory. The Sovereign Bureau formalizes that research into doctrines, frameworks, and structural models and holds them as canonical intellectual property. Any applied use of Bureau frameworks operates downstream of that canonical authority. The direction of this hierarchy does not reverse. Application does not become origination through repeated use, domain adaptation, or commercial deployment. Origin is fixed at the Bureau.
III. Rules of Application
- Frameworks originate from the Bureau. Applied use of any framework archived within the Bureau does not transfer, share, or dilute the Bureau’s origination of that framework. Implementation is not authorship.
- No applied use may contradict a Bureau framework or doctrine. Adaptation within a specific domain is permitted. Structural alteration of a framework’s foundational logic is not. The framework’s core architecture is non-negotiable.
- All applied output must be traceable to a Bureau-originated framework. Applied entities may not produce frameworks, models, or structural systems that present as original while drawing from Bureau-originated architecture without explicit authorization.
- Domain adaptation is permitted within structural limits. A framework may be applied to a specific context, audience, or discipline. Its foundational structure, core claims, and defining logic may not be altered in that process.
- The Bureau holds final authority over all intellectual output originating within its archive. There is no applied context in which Bureau authority over its own frameworks is suspended or transferred.
IV. Structural Integrity
The distinction between origin and application is not administrative. It is structural. Collapsing that distinction does not redistribute authority. It produces a system without a center, which is a system without integrity. The Bureau maintains that center. The protocol exists to keep it intact.
The Bureau originates. All else applies.
