The Prime Mandate


The Bureau’s authority is not self-declared. It is produced through three non-negotiable conditions: the rigor of its admission standard, the precision of its intellectual output, and the structural integrity of everything it archives. Remove any one of those conditions and the authority collapses. The Prime Mandate exists to ensure none of them are removed. The Bureau does not lower its standard to expand its archive. It maintains its standard and admits only what the standard permits.
